Step 1

Are you eligible?

On the day you file your nomination paper for councillor in Calgary, you must be:

  • A Canadian citizen.
  • At least 18 years old.
  • A resident of Calgary, OR a non-resident owner or tenant of land in Calgary (or the spouse of one).
  • Not legally disqualified from running.
Common disqualifications include sitting judges, sitting MPs / Senators / MPPs (must resign before filing), municipal employees (must take an unpaid leave or resign), and people serving a sentence in a penal institution.

What does the councillor do?

Councillors in Calgary vote on by-laws, the annual budget, and local services like parks, transit, and zoning. They are the most direct point of contact between residents and city hall.

Step 3

The nomination process

Filing happens at the Returning Officer appointed by council, in person during regular office hours and on nomination day until 2:00 PM. You'll need to bring:

  • Nomination paper, signed in the presence of the clerk or a commissioner of oaths.
  • 5 nominators (cities >10,000 may set up to 100 by bylaw) from eligible electors of Calgary.
  • Government-issued photo ID showing your name and qualifying address.
  • Filing fee: None unless set by bylaw (max $1,000 in cities >10,000). Refundable threshold = half the lowest elected vote count.

Campaign finance

Calgary runs under Alberta's Local Authorities Election Act. The headline numbers for the 2029 cycle:

Corporate and union donations may be permitted — confirm with the Returning Officer appointed by council. Cash gifts of $25 or less generally don't need to be tracked individually; anything more must be by cheque, debit, credit, money order, or e-transfer that traces to the contributor.

Specific to Calgary

  • 2025 was hand-counted under the Bill 20 ban on tabulators — first hand count in Calgary in decades. Calgary budgeted ~$1.3 million extra for the changeover; results were not official until October 24, 2025 and the mayor's race went to a recount confirming Farkas.
  • Calgary historically has long lines on election day in busy wards. Bill 20's ban on vouching combined with the hand count compounded this in 2025.
  • Recall threshold for the mayor: 40% of Calgary's *population* (~520,000 signatures), making a successful recall in a city this size functionally impossible under current MGA Part 5.1.
  • Sign bylaws: temporary election signs governed by the Temporary Signs on Public Property Bylaw (10M2007). No signs on city right-of-way until nomination day.
  • Watch for upcoming 2027 ward-boundary review — the Calgary bylaw requires a review at least once every two general elections.

  • Mayor — At-large. Head of council.
  • Calgary Board of Education trustee (public) — Elected on the same ballot, by ward groupings. Trustees run as **independents** — Bill 20 party system does **not** apply to school boards.
  • Calgary Catholic School District trustee (separate) — Elected by Catholic ratepayers only. Independent.
  • Conseil scolaire FrancoSud trustee — Francophone-rights-holding voters under Charter s. 23 may opt for the francophone ballot in lieu of the public-school ballot.
